32 Studying abroad: status, work, insurance, and recognition back home

This section counts money and personal liberty. It does not discuss whether you should go abroad, and it does not compare schools. Not knowing the following will cost you: how a visa status stays unbroken, where the cap on work hours is, which insurance and fees you must pay, and whether the diploma will be recognized after you return.

It covers the United States, Canada, the United Kingdom, and Australia, with the figures listed country by country. The sources are official pages from each country's immigration authority and China's Ministry of Education. Study-abroad rules in these countries change often, more often than regulations in China. Every figure in this section is current as of September 2026. Before you leave, and before each renewal, check again yourself using the links in the Sources line.

How to find an embassy or consulate if something happens while you are abroad, what 12308 can cover, and how to buy overseas medical and evacuation insurance are in section 21. The account of studying versus working is in section 23. Stolen accounts are in section 14. Telecom fraud is in section 8. Those are not repeated here.

If you need this diploma back in China for further study, a job, or an exam, you can apply to the Chinese Service Center for Scholarly Exchange for certification. It publishes a list of schools that passed certification in the past 5 years. Being on the list does not guarantee you will pass. Being off the list does not mean they will refuse to take the application. Check once before you pay tuition. If the school is not on the list, ask a further question.

Cost

No cost. Type the school name once into the "certified-institution lookup" at the Chinese Service Center for Scholarly Exchange (留学服务中心 — the Ministry of Education office that certifies overseas degrees). It takes a few minutes.

Benefit

Article 1 of the Measures for Certifying Academic Degrees and Diplomas from Outside China, issued by the Chinese (Ministry of Education) Service Center for Scholarly Exchange, states that certification is to "meet the applicant's needs for further study, employment, exams, and similar purposes." Article 2 states that certification is done "on the applicant's own application." The center has a certified-institution lookup. You search by school name. Its instructions say the list is the foreign awarding institutions that appeared in applications certified in the past 5 years, and that it is "for the reference of people who studied abroad only, and is not a guarantee or basis for any successful certification." The instructions also say the scope of applications they will accept "is not limited to the institutions this lookup shows," that each application is assessed on its own, and that whether the school is lawful and qualified to issue the credential is only part of the assessment. The list is updated once a year. The 2025 update removed 270 schools that had not had a certificate issued in the past 5 years. Separately, the Ministry of Education information site on supervision of cross-border education (教育涉外监管信息网) also publishes supervision information on Chinese-foreign cooperative programs and on schools run overseas.

Notes

An agent saying "recognized by the Ministry of Education" does not count. Go by what you find online yourself. The list changes. A school that is on it when you enroll may not still be on it when you graduate, so check again once a year while you are studying. Chinese-foreign cooperative programs have a separate certification and registration system. If you enrolled after 2008, you can look up your registration number on that supervision site with your name and national ID number.

Value: Very highEvidence A
In plain terms

The US had planned to change F-1 to a maximum of four years, with leave within 30 days of finishing. The day before it took effect, a federal court suspended it. So for now the old rule still holds: your stay lasts as long as your studies, and after finishing you have 60 days to get ready to leave. A suspension is not a repeal. The government can still appeal, and the rule can change again at any time.

Cost

No cost at all. Simply copy the program end date from your I-20 into your calendar and set a reminder 90 days in advance. The I-20 is the official document issued by your school confirming your eligibility to study in the U.S. Also, check updates from your school’s international student office each semester to see if there are any new developments in this case.

Benefit

On 17 July 2026 the Department of Homeland Security published a rule that was to take effect on 15 September 2026. Under it, F-1 students would no longer be admitted "until the program ends" but for a fixed period of at most four years, after which they would have to apply separately for an extension. After finishing studies or practical training, they would have only 30 days to prepare to leave. On 14 September 2026, Judge Saylor of the US District Court for the District of Massachusetts postponed the effective date of the rule under Section 705 of the Administrative Procedure Act. The suspension applies nationwide and to the whole rule. The court did not vacate the rule: the request to vacate was denied, but it may be raised again later. The case is still being heard. Under this court order, people on F, J and I visas are still admitted "until the program ends", the 60-day grace period to leave stays as before, and no separate extension application is needed

Notes

This information is current as of September 25, 2026. The government may appeal to the First Circuit Court of Appeals, and DHS could revise and reissue the rules. Therefore, students planning to study for multiple years should not assume that the current rules will remain unchanged indefinitely. The next court hearing to review progress in the case is scheduled for October 2, 2026; after that date, it’s advisable to check your school’s international student office for any updates. Should these new rules eventually take effect, any extension request must be submitted before the expiration date; there will be no automatic renewal. Under the current rules, the departure deadline for students who decide to leave early differs from that for those who complete their program; in such cases, consult your school’s international student office for guidance. The same rule also covers J visas, though specific provisions differ from those for F-1 students; check details based on your own visa category.

32.3 Before working while studying abroad, check the weekly hour limits in the US, Canada, the UK and Australia; count term time, holidays and type of work separately

  • Money No cost
  • Time Minutes
  • Willpower Some
  • Benefit Big
  • Measured in Freedom
Value: HighEvidence A
In plain terms

Working hours must be checked by country, type of work and term. In the US, on-campus work during term is at most 20 hours a week. In the UK, a qualifying course allows 20 or 10 hours a week. In Canada, off-campus work during term is at most 24 hours a week. In Australia, it is 48 hours per two weeks while the course is in session. Holidays, internships and remote work abroad have their own rules, and you cannot apply the same limit to them.

Cost

No cost. Write down your hours by the week yourself. The hard part is that an employer will say "no one checks a few extra hours"; do not believe that.

Benefit

For F-1 students in the US, on-campus work during term may not exceed 20 hours a week. Off-campus part-time work approved under paragraph (f)(9) of the regulation is likewise at most 20 hours a week during term. During qualifying holidays, full-time work is allowed. Work such as Curricular Practical Training (CPT) follows its own category of training and approved scope, and the limits above cannot be applied to all off-campus work. For a UK student visa, the hours also depend on whether the school and the course qualify. For a full-time degree-level or higher course sponsored by a higher education institution with a compliance record, the limit is 20 hours a week during term. For a full-time course below degree level sponsored by that kind of institution, it is 10 hours a week. For a qualifying short exchange program at an overseas university, 20 hours a week during term is also possible. On other courses, including part-time courses, work is not allowed. Self-employment (working for yourself) is generally not allowed, nor is work as a professional sportsperson or entertainer. The basis is the part of the UK immigration rules that covers students: Appendix Student ST26.1, ST26.5 and ST26.8. In Canada, an eligible student may work off campus at most 24 hours a week during a regular academic term, and hours from several off-campus jobs are added together. The basis is section 186(v) of the Immigration and Refugee Protection Regulations (IRPR). During regular breaks scheduled by the school, an eligible student may work full-time. Remote work for an employer outside Canada does not count toward the 24-hour limit, but must still fit the study permit conditions. For eligibility in the final semester and between programs, see item 4 (full-time study, leave and transfer). For an Australian student visa, the limit is 48 hours per two weeks while the course is in session. Research master's and doctoral students and their dependants are not subject to this limit

Notes

The work conditions in this item were rechecked on 21 October 2026. For off-campus work in the US, you must first obtain the matching authorization for the category. Where you must apply to the immigration service for permission, you may not start work while the I-765 is still under review. CPT is authorized by the school's designated official and endorsed on the I-20, so not all off-campus work goes through an I-765. An older Canadian permit may print 20 hours a week; if you still meet the conditions you can actually work up to 24 hours, and the current rules govern. Regular breaks means breaks scheduled by the school, not a break you take by stopping classes yourself. The UK limit on self-employment covers taking private jobs, running an online shop and freelancing. For the specific exceptions while switching visas, check the official UK rules.

32.4 Before you drop to part-time, take leave, withdraw or transfer, first check your work eligibility and the exceptions

  • Money No cost
  • Time Minutes
  • Willpower None
  • Benefit Big
  • Measured in Freedom
Value: Very highEvidence A
In plain terms

Whether you may work while studying abroad depends on the country and on your enrollment status. In Canada, during an approved leave, or while changing schools and not studying, you cannot work off campus on a study permit. But if you take a small course load in the final semester, or move straight from a finished program into a new one, you can still work if you qualify. A visa that has not expired does not replace the eligibility check.

Cost

No cost. Before you stop classes, take leave or change schools, go to the school's international student office and ask clearly about your status

Benefit

When Canada lets you work under the eligibility attached to a study permit, you may not work off campus during an approved leave. Nor may you work off campus during a transfer while you are not studying; you must wait until you resume your studies. There is an exception for the final semester: if you become part-time only because you do not need a full course load to finish the program, and you were full-time before, you may still work off campus. The other work conditions must also all be met. For the gap between finishing one program and starting a new one, there is a set of conditions under which full-time work is allowed, and all must be met at the same time. You were already eligible for off-campus work while studying before. You hold a valid study permit, or applied for an extension before it expired. You have received written confirmation of completion from the original school, and a letter of acceptance from a designated learning institution (DLI) for a new full-time program. The new program must start within 150 calendar days after you receive the confirmation of completion of the old program. This is different from stopping classes and moving school before finishing; you cannot start work on the strength of "I have a new offer" alone. For on-campus work in the US, an F-1 student's status in SEVIS must be Active. SEVIS is the US record system for the status of international students, and Active means enrolled and valid. The student must also meet the course requirements for maintaining status, so before reducing your load, have the school check whether you fit an exception. In the UK, permission to work is given by school and course type, and a part-time course does not allow work

Notes

If the course load is heavy and you want to reduce it, first ask how far you can reduce before you no longer count as full-time. This goes wrong sooner than the work rules. In the US, if the school terminates your SEVIS record because you broke the status rules, there is no grace period: you either apply to have your status restored or you leave at once. If early withdrawal is approved, you have 15 days to leave. The rules in the other three countries differ; check the immigration service's page for the country you are in. Do not wait for the school to send a formal letter before you act.

32.5 United States: after you move, you must report the new address within 10 days

  • Money No cost
  • Time Minutes
  • Willpower None
  • Benefit Medium
  • Measured in Freedom
Value: HighEvidence A
In plain terms

If you change where you live in the United States, the law requires you to tell the immigration authority within 10 days. Not reporting it is not a small matter. First, it is itself against the law. Second, mail the immigration authority sends you may not arrive.

Cost

No cost. Submit an address change online. It takes 10 minutes.

Benefit

8 CFR 265.1, in the U.S. federal immigration regulations, says that a foreign national who must register under the law has to report within 10 days after an address change. Report it to USCIS (U.S. Citizenship and Immigration Services), in the way USCIS requires. Report both that the address changed and what the new address is.

Notes

After you report to the immigration authority, the SEVIS record on the school side (your international-student status file) still has to be updated separately. If you hold a UK visa or a residence card, you report when your circumstances change, and you change the address in your UKVI account (UK Visas and Immigration). An Australian student visa carries condition 8533, named "tell the school your address." No matching rule was found for Canada this time. The deadlines and the methods differ by country. Follow the immigration page for the country you are in.

32.6 Before you go and while studying abroad, check the Ministry of Education’s study-abroad warnings

  • Money No cost
  • Time Minutes
  • Willpower None
  • Benefit Medium
  • Measured in Freedom
Value: HighEvidence A
In plain terms

The Ministry of Education issues specific warnings for certain countries or regions when recent safety conditions or policies there appear unfavorable to Chinese students. These are official, publicly posted risk notices that you can verify in writing — more reliable than what an agent tells you. Checking them costs nothing.

Cost

Nothing to pay. Check it once before departure and then once each semester.

Benefit

The Ministry posts study-abroad warnings on its Overseas Education Supervision website. In 2025, four such warnings were issued. Warning No. 1 warned that certain higher-education bills in some U.S. states contained negative provisions concerning China (2025-04-09). Warnings No. 2 and No. 3 both highlighted the high incidence of cases involving Chinese citizens in the Philippines and an overall poor study-abroad environment there (2025-07-18, 2025-08-30). Warning No. 4 noted poor public security and a poor study-abroad environment in Japan, advising prospective students to plan carefully before going (2025-11-16).

Notes

These warnings are not outright bans; they simply provide an official basis for evaluating risk. They are updated as circumstances change, so this section is not kept current — always refer to the latest page on the website. For information on personal safety and consular assistance abroad, see Section 21.

32.7 Australia: OSHC must cover the entire stay without any gaps; lack of proof may lead to denied entry

  • Money High
  • Time Minutes
  • Willpower None
  • Benefit Medium
  • Measured in Money
Value: OrdinaryEvidence A
In plain terms

Australia wrote student health insurance into the visa conditions. It is not something you may or may not buy. The cover has to last the whole stay. When you renew and switch policies, there must be no gap in the middle. If you cannot show proof of insurance at entry, you can be refused entry on the spot. Family members who come to stay with you while you study need this insurance too.

Cost

Several thousand to tens of thousands of RMB. Purchase it once based on the length of your visa; if you’re studying for several years, buy coverage for that entire period.

Benefit

According to Australian Department of Home Affairs regulations, student visa applicants and their dependents must obtain OSHC, which must remain in effect throughout their entire stay in Australia without any interruptions. The policy must be issued by an insurer approved by Australian authorities, except for applicants who qualify for exemptions. There must be no gap between the end date of one policy and the start date of a new one. Failure to provide proof of active coverage upon entry can result in denial of entry. For travelers arriving in Australia prior to their course start date, the policy start date must be set to the actual date of arrival.

Notes

If your school arranges the insurance for you, be sure to confirm the insurer’s name, the policy’s start and end dates, and the policy number — these details must be included in your visa application. Purchasing coverage for a shorter period than needed can cause issues when you apply to renew your visa; it’s better to buy coverage that extends a little beyond your graduation date.

32.8 UK: Besides the visa fee, there is an annual healthcare surcharge — £776 per year for students, paid in full at application time

  • Money High
  • Time Minutes
  • Willpower None
  • Benefit Medium
  • Measured in Money
Value: OrdinaryEvidence A
In plain terms

The amount you pay to go to the UK isn’t limited to just the visa fee. You also have to prepay the healthcare surcharge based on the length of your visa, which is required to access the UK’s National Health Service. For a two-year visa, that means paying £1,552 upfront. Add this to the visa fee, and you’ll need to budget for this total amount before you travel.

Cost

The visa fee is £558. There is also a healthcare surcharge of £776 per year, both of which must be paid in full at the time of application.

Benefit

The fee for a UK student visa is £558, regardless of whether you apply from outside the UK or extend/change your visa status while already there. In addition, the healthcare surcharge must be paid to use the National Health Service; it is calculated per year of your visa and paid in full at application. For students and their dependents, the charge is £776 per year — so a two-year visa requires a payment of £1,552. Other applicant categories pay £1,035 per year. If your visa lasts more than six months but less than a full year, the charge is still applied for a full year.

Notes

Both the fee amounts and exchange rates may change; always refer to the two pages listed under Sources for the most current figures. Generally, students aged 18 or older enrolled in degree programmes can stay for up to five years, while those on courses below degree level are limited to two years. Use these timeframes to estimate the total healthcare surcharge you’ll need to pay.

32.9 Allow time for certification before returning to China: CSCSE certification takes 10–20 working days

  • Money Low
  • Time Hours
  • Willpower None
  • Benefit Medium
  • Measured in Time
Value: OrdinaryEvidence A
In plain terms

To use a foreign qualification back in China, you first need the degree and diploma certified. The review alone takes 10 to 20 working days. Time to prepare the papers is on top of that. Autumn hiring, civil-service exam registration, and settling a hukou (户口 — local household registration) all have deadlines. Do not wait until you need it to start.

Cost

The application and payment are both done online. Preparing documents and waiting for review also take about a month when counted in working days.

Benefit

Certification of overseas degrees in China is handled via the online service hall of the Chinese (Ministry of Education) Service Center for Scholarly Exchange. The procedure involves four steps: registration and identity verification, online submission of documents, payment, and finally evaluation and review. The officially stated processing time is 10–20 working days, which excludes weekends and holidays and represents the duration needed for the Center’s review.

Notes

Required documents include your diploma, passport or travel permit, residence permit or visa stamp, a photo, and an authorization statement. Entry and exit records during your stay abroad are retrieved automatically by the system, so be sure to keep those visa pages intact. The Center also posts announcements regarding revoked certificates or temporary suspensions of applications from certain institutions; it’s advisable to check whether your school is affected before applying.

32.10 Before you enroll, search the school name once in the center's notices. Certification for a school under "enhanced review" takes at least 60 working days

  • Money No cost
  • Time Minutes
  • Willpower None
  • Benefit Medium
  • Measured in Money
Value: HighEvidence A
In plain terms

The center names some foreign institutions for a separate, tighter review of their degree certification, and it also stops taking certification applications for particular schools. Searching the school name once before you enroll is much less trouble than appealing afterward.

Cost

No cost. Before you enroll, search the school name once in the notices of the Chinese Service Center for Scholarly Exchange (留学服务中心 — the Ministry of Education office that certifies overseas degrees).

Benefit

The Chinese (Ministry of Education) Service Center for Scholarly Exchange keeps issuing notices that strengthen certification review for degrees from some foreign institutions (an extra check, done separately, on diplomas from those schools). The latest is No. 9 (2025-10-28), which names 4 schools. During enhanced review, certification applications for these schools take "in principle no fewer than 60 working days counted from the day the application is submitted, that day included." The basis is Article 28 of the Measures for Certifying Academic Degrees and Diplomas from Outside China: when certification data looks abnormal, when a lead about a problem comes in, and in similar cases, the center can start an enhanced review, require the applicant, the school, and others to help by providing materials, and extend the certification period at the same time. In May 2025 the center also issued a notice of "enhanced certification review, again" for 3 schools. It has also issued notices that pause acceptance of certification applications for particular overseas institutions. The anti-fraud notice of August 2025 states: "Any organization or person that claims 'guaranteed certification,' 'certification through inside channels,' 'pandemic backfill,' 'expedited certification,' or the like is making a false claim."

Notes

"Enhanced review" means an extra check and a longer deadline. It does not mean the credential definitely cannot be certified. Anything that promises "guaranteed certification" or "a rush job through inside channels" is a false claim, according to the center's notice. If you pay someone across a border to write a thesis for you or to attend online classes for you, and you are caught, the credential is voided, and the visa record may be affected as well.

32.11 United States: on post-graduation OPT, write down the days without work. The total cannot pass 90 days. With a STEM extension, the combined total cannot pass 150 days

Value: HighEvidence A
In plain terms

OPT (Optional Practical Training) is the permission the United States gives F-1 students to do practical work after graduation. During this period your status rests on having work. If the days without work add up past 90, the status can be ended. With a STEM extension (science, technology, engineering, and mathematics), the combined total before and after cannot pass 150 days. If the school system has no employer on file, that also counts as not working.

Cost

No cost. Write down the start and end dates of every stretch without work. As soon as you find a job, report the employer information to the school. The hard part is that when the job search goes badly, the days keep climbing.

Benefit

8 CFR 214.2(f)(10)(ii)(E), in the U.S. federal immigration regulations, says that during post-completion OPT, status depends on whether you have work. The total days without work must not exceed 90. With a 24-month STEM extension, the total across the whole OPT period must not exceed 150 days, and the stretch before the extension counts. The official explanation from the Student and Exchange Visitor Program (SEVP) says: if the SEVIS record has no employer information, it counts as not working. When the total reaches 90 days, an SEVP official can manually terminate that student's status. SEVIS is the U.S. record system for international students. Application timing, from the page of USCIS (U.S. Citizenship and Immigration Services): you can apply starting 90 days before graduation, and at the latest 60 days after graduation. After the school enters the recommendation in SEVIS, you must file within 30 days.

Notes

This item is current as of October 14, 2026. The OPT rules are changing. There are 2 things to watch. First, the stayed new rule in item 2 (the lawsuit over the new F-1 rules) changed "apply within 60 days after graduation" to 30 days. The text the eCFR site shows now is the wording of the new rule, so the safest course is to file before you graduate. Second, on October 8, 2026, the Department of Homeland Security proposed fees for OPT. The first OPT would cost 70000 US dollars, and each later OPT 30000 US dollars. This is only a proposal. Comments are collected until November 9, 2026. It is not in effect. If you plan to stay and work in the United States after you finish, count this possible sum before you pay tuition, and check again before you file.

32.12 Canada: before you apply for a study permit, get the provincial attestation letter (PAL/TAL) through the school. Master's and doctoral students at public universities are exempt from 2026

  • Money No cost
  • Time Minutes
  • Willpower None
  • Benefit Medium
  • Measured in Money
Value: HighEvidence A
In plain terms

To study in Canada, most people must submit a provincial attestation letter together with the study-permit application. The letter shows you were given a study place in that province. You cannot file it later. If you apply again after a study permit is approved or refused, or if you transfer schools, you need a new letter. People doing a master's or a doctorate at a public university do not need it.

Cost

No extra cost. Apply to the school that admitted you. In most cases the school will issue it only after you accept the offer and pay part or all of the tuition.

Benefit

IRCC (Immigration, Refugees and Citizenship Canada) says the attestation letter is issued by the province or territory where you will study. It shows you were allocated a study place there. Most study-permit applications must include it, and it must be filed with the application. You cannot add it later. People in kindergarten through grade 12 are exempt. From January 1, 2026, people in master's or doctoral degree programs at public institutions are exempt as well. People studying in Quebec submit the acceptance certificate issued by Quebec (CAQ) instead. Exchange students who do not pay tuition, people renewing at the same school for the same level of study, and a few other special cases are also exempt. People who do not have to submit the letter must attach proof that they qualify for the exemption. The letter is generally valid only in the year it is issued. A letter issued in 2026 is valid through December 31, 2026. It only needs to be valid when you apply for the study permit. It does not matter if it has expired by the time classes start. If you apply again after a study permit is approved or refused, you need a new letter. From January 22, 2025, a transfer also requires a new letter.

Notes

This item is current as of October 14, 2026. Canada's study places are reset every year, and the exemption list has changed more than once. Check the page in the Sources line again before you apply. Before you pay tuition in exchange for the letter, ask the school how much of the tuition comes back if the study permit is refused. The cap on work hours while studying in Canada is in item 3 (work hours).
